Commutability of a reference material
Certification alone does not establish equivalence across procedures.
Key knowledge
Reference-material commutability concerns closeness of agreement between the relationship of measurement results for the reference material obtained by two given procedures and the relationship obtained for other specified materials. It is conditional on those procedures and materials. Certified values, homogeneity and stability alone do not establish commutability for every method or sample matrix.
Conditions and scope
- State the compared procedures, routine-material population, relevant measurand and agreement criterion.
- This is a metrological comparison property, not a universal statement that every reference material must behave identically under all measurement techniques.

Evidence and review
Read VIM5.15 definition and notes concerning the two procedures/material relationship and the procedure-pair dependence. Keep this distinct from the existing reference-material certification/homogeneity/stability claims.
