Professional judgment, ethical duties and communicating concerns
A test report is nearly ready when four failed cases appear. Removing them would make the summary easier to present, but it would change what the evidence says. Professional responsibility appears in ordinary decisions about scope, records, competence and who receives consequential information.
Use design and measurement for comparisons and evidence; systems engineering develops configuration and interfaces. The supplied discount rates are arithmetic inputs, not current official rates or investment guidance. Professional codes and standards are identified by source and scope; actual legal and contractual duties require the applicable context.
Back to the chapterAfter reading, you can
Exercise professional judgment through truthful evidence, relevant competence, conflict disclosure and responsible communication of concerns.
Professional judgment has a public context
Engineering decisions affect people beyond the person paying for the work. The NSPE Code of Ethics is one professional code that prioritises public welfare, relevant competence, truthful communication and avoidance of deception. It is a named example of professional expectations; legal duties, licensing and reporting procedures depend on the applicable jurisdiction and role.
Competence includes recognising where further specialist input is needed and communicating the limits of a conclusion. Coordinating a multidisciplinary project does not make one person qualified to substantiate every technical claim. Seek appropriate review, retain assumptions and avoid presenting an unresolved prediction as an established result.
Honesty includes the denominator
Our original requested evaluation has 100 cases: 96 pass and 4 fail. Reporting 96/100 with the failure conditions describes the supplied set. Deleting the four failures and reporting 96/96 conceals information and changes the denominator. The presence of a failure does not tell the team its cause or consequence, but it must remain available for investigation.
A technical summary should state configuration, conditions, observations, limitations and relevant dates. Distinguish evidence from a recommendation and identify a material interest that could influence judgment. If someone evaluating a supplier has a relevant personal or financial connection, disclose it through the appropriate process and resolve the conflict; an unexplained claim of impartiality is insufficient.
Make the issue actionable
When evidence raises a consequential concern, identify the observed condition, credible effect, uncertainty and relevant decision. Communicate it to the responsible people through the applicable professional and organisational routes, with appropriate urgency for the situation. Record the response and unresolved question. An unsupported accusation or vague reassurance both make responsible action harder.
Confidentiality, public welfare and reporting obligations can interact. Use the applicable code, legal requirements and competent guidance rather than assuming one general slogan determines every case. Protect people’s information and keep the technical evidence accurate. If a judgment is overridden, preserve what was communicated and follow the responsibilities that apply to the actual circumstances.
Write a defensible scope statement
A constructed report could state that 96 of 100 specified cases passed on the identified version, with four interrupted-session cases still under investigation. It should explain why those cases matter, what remains unknown and who owns the next decision. It should not claim 100% success by excluding them without a justified change of study scope.
The observed 96% does not itself establish a field success probability, an acceptable failure risk or suitability for every user. A competent recommendation connects the actual evidence to the intended use and applicable requirements. The numerical example teaches honest accounting; it is not an approval rule for a real product or a legal reporting procedure.
Try the reasoning
Why is removing the failed cases misleading in the supplied report?
Show the answer and reasoning
It changes the requested population of cases and conceals relevant observations while suggesting complete success.
Does coordinating specialists establish competence in every discipline?
Show the answer and reasoning
No. The coordinator must recognise limits and obtain appropriate technical work and review.
What makes a concern more actionable?
Show the answer and reasoning
A clear observed condition, evidence, possible consequence, uncertainty, affected decision and responsible communication path.
What to carry forward
Keep evidence truthful and scoped, obtain relevant competence and communicate consequential concerns through the responsibilities that apply.
